Incident Summary: 
HMCG asked NCI for visual on paddle boarder in difficulty, following 999 call from MOP. Visual established, PB was near 2 kayakers and RIB. NCI asked to monitor and Pan Pan issued asking vessels
to check. RIB contacted CG to sat they thought second PB was the problem. ILB tasked to check PBs who said they were fine. Then kayakers caused concern, so ILB checked them, one of whom
asked for help, and was recovered. Eventually all returned to safety.
