Incident Summary: 
NCI observed RIB being towed by second RIB. Towing RIB then left the first to paddle back to river mouth, no lifejackets. HMCG informed. RIB then moved out of view, and harbour authority asked
for details so they could investigate. Rope cleared from prop. CG then informed the prop had cleared and casualty was making way up river, river officer in attendance.
