Incident Summary: 
NCI observed speed boat stopping and starting. HMCG phoned to say they had taken a call from boat owner as he had broken down. NCI confirmed visual. NCI confirmed other vessels in area.
CG called any vessel, no reply. ILB tasked and towed casualty back to marina and safety.
