Incident Summary: 
HMCG asked NCI to observe a yacht off the pier. vessel had possibly hit the pier/slip. Vessel was afloat and no sign of damage. Vessel moved away then snagged a crab pot line. Local crab boat offered
help. Vessel then moved away under power and logged off by NCI.
