Incident Summary: 
Motor boat with 1 POB suffered engine failure near Eddystone. Occupant called HMCG by phone. NCI unable to establish visual. Pan Pan issued, survey vessel took casualty under tow. NCI then had visual.
NCI continued to monitor, and ILB tasked to meed casualty, and took over tow to safety.
